The mark must be actively used, otherwise its protection expires. In the US, use is assessed when the application is filed, and if the mark is not yet in use, it must be proven that the use is intended ("intent to use"), and then the actual use ("statement of use") is proven. In the EU, use is reviewed only after 5 years - inactively used parts of the mark can then be cancelled.
